History
Originally Civil Defense and required by Pennsylvania Title 35, Part V (Emergency Management Services), the Emergency Management Division (EMA) is one of 5 operating divisions within the Department of Emergency Services. EMA plans and prepares for emergencies, educates the public about preparedness, coordinates prevention, emergency response, recovery, and mitigation from the effects of disaster and collects and disseminates emergency information. 

Responsibilities
To accomplish this mission, EMA has dedicated and talented emergency management professionals who focus on these important tasks every day:

  • Provide support to municipal emergency management organizations

  • Oversee the development of County plans for large-scale emergencies and disasters

  • Conduct training and exercises to evaluate the effectiveness of plans and policies

  • Collect, analyze, and disseminate incident information

  • Coordinate and support prevention, responses to and recovery from emergencies

  • Coordinate mitigation from the effects of a disaster

  • Educate the public on preparedness

  • Obtain and administer funding support for preparedness

  • EMA also includes the County Hazardous Materials Response Team. 

EMA is also responsible for maintaing the review of:

  • Municipal Emergency Operations Plan

  • SARA (Superfund Amendment Reauthorization Act) Sites and Community Emergency Response Plans

  • Nuclear Power Plant Emergency Response Plan

  • Dam Emergency Action Plans

  • And plans for other organizations and facilities within our community such as schools, daycares and hospitals.
